I believe that they should have a license so they can be accountable for their action. The film industry and the paparazzi need to come to an agreement of what is the correct code of conduct. States need to regulated. Paparazzi need to be held accountable for disturbing the peace and for their harassing behaviors. Paparazzi are behaving like bullies and bullies need boundaries and paparazzi should no be the exception. A code of conduct is needed and paparazzi need to behave as professional not as bullies.
